Commercial Builders - Development Review

Applicants should review and pay careful attention to include information requested by each department when preparing site plans. Missing information may affect length and number of reviews. Applicants should prepare all requested documents, including but not limited to site plan, application(s), stormwater and erosion and sediment control narratives (if applicable), and include all required fees. Applications cannot be considered complete without all requested pieces.

If, prior to submittal, the applicant would like to meet with the Plan Review team to discuss a concept plan, please contact the Development Plan Review Coordinator at 540-394-2148 for scheduling.

Applicants ready to schedule a pre-submittal meeting with the Plan Review team should submit information and a concept plan.

All materials should be submitted through the online portal. Applicants should provide the following requested materials at time of submittal:

• Departmental applications and checklists (as required)
• One (1) complete digital submittal of site plan and all supporting documentation
• Fees (Individual checks per department), including all relevant E&S
• Staff will notify the applicant if / when paper copies of the site plan are needed.

Montgomery County has a thirty (30) day review policy. Comments will be compiled and sent to the applicant within thirty (30) days of receiving a complete submittal set. Note: failure to include any required piece will delay the review of the application.

Once the Montgomery County Plan Review Team returns comments to the applicant, applicants will have a chance to attend an upcoming Plan Review meeting to discuss comments with reviewers. Plan Review Meetings are held bi-weekly. Contact the Plan Review Coordinator at 540-394-2148 to be scheduled for an upcoming meeting.

Ensure that all comments have been addressed and any additional items required are included in the submittal package. Resubmittals should be uploaded to the same online portal and should include:

• Departmental applications and checklists (as required)
• One (1) complete digital submittal of site plan and all supporting documentation
• Staff will notify the applicant if / when paper copies of the site plan are needed.

Incomplete resubmittal packages, or resubmittals that do not address all comments, may result in delays and/or additional reviews. Montgomery County has a thirty (30) day review policy for resubmitted plans as well.

As of July 1, 2018, Montgomery County has instituted a $100 review fee for each review beyond the second review. If a third submittal is necessary, an additional $100 review fee will be required at the time of submittal.

Once plans have reached a technical approval, each department will provide a letter stating the next steps to moving forward to obtain plan signatures and permitting. This may include sureties, final fees, and/or other items. Once plans are ready for signature, at least four (4) sets of plans should be provided to the Planning Coordinator to facilitate the final approvals. One signed copy of the approved plan will be returned to the applicant. If additional copies are desired, they should be provided prior to signatures. The applicant should also provide the County with a pdf electronic copy of the signed plans after they have been returned to the applicant.
