Cycling Races/Fireworks Displays/Parades
To obtain a permit for a parade, cycling race or fireworks display, the applicant must write a letter to the County Administrator stating when, where, place, time and who will be in charge. Letters must also be written to the Virginia Department of Transportation (VDOT) and the Sheriff's Office requesting their assistance for security of the event. Copies of the letter to the Department of Transportation and the Sheriff's Office must be included with the letter of application to the County Administrator. Permits are issued based on written certification from the Sheriff's Office and the Department of Transportation. Flea Market Permits (download permit application)
Applications are available online and in the County Administrator's office. All flea market permits must be reviewed by the County Attorney prior to approval by the County Administrator. No background checks are required. Cost is $200. Permits are mailed to applicant after approval.
Industrial Development Authority Industrial Revenue Bonds (IRBs)
1. The standard "annual fee" to be charged for IRBs issued by the Industrial Development Authority to assist with the financing of industrial projects shall be one eighth of one percent, per annum, on the annual outstanding principal balance, throughout the full term of the bond(s).
2. In the event IRB financing is approved for qualified non-industrial projects, such as, but not limited to, private medical clinics, hospitals, retirement or geriatric care projects, private educational facilities and similar community projects which qualify for financing under the law and may be either non-profit, for profit, 501 C3 designated or may be otherwise exempt from the State IRB financing allocation, the fee will be reduced to a rate of only 75% of the normal assessment.
Qualified non-industrial projects which are public or public-private projects will be assessed the reduced fee, or in certain instances, as determined by the Authority Directors, the annual fee may be reduced further or waived.
It is an objective of this policy to accommodate qualified non-industrial projects with IRB financing assistance, reducing the annual fee as an inducement to create facilities and or provide services which will significantly enhance our Community's quality of life.
Music Festival Permits (download permit application)
Applications are available on-line and in the County Administrator's Office. The permit, as required under Sec. 5-51 of the Montgomery County Code, will not be issued unless all conditions on the application are met and the plans, statements and approval submitted to the Board of Supervisors with the application. Raffle and Bingo Permits
Raffle and bingo permits are issued through the Commonwealth of Virginia, Charitable Gaming Commission, P.O. Box 1475, Richmond, VA 23212.
Solicitor's Permit (download permit application)
The Board of Supervisors established the fee of $30 for acquiring a solicitor's permit pursuant to Section 5.2 of the Montgomery County Code. This fee covers the cost of investigation of the applicant and process of the application. Forms are available online and from the County Administrator. Background check by the Virginia State Police needs to be completed prior to approval by the County Administrator.
