Citizen participation in local government is essential. Local government is the form of government closest to us in our everyday lives, and the one we are most able to influence.

When positions on the following volunteer boards and commissions become vacant, the positions will be advertised. Current vacancies are described in vacancy announcements. Please note that applications will not be accepted unless a vacancy has been advertised.

Boards and Commissions
Adjustment and Appeals Board (Building Code)
    Meets on an as-needed basis to hear appeals regarding decisions made by the Building Inspector. Term of office is four years. Term limit of two consecutive 4-year terms.
Agency on Aging
    Serves as the governing body for an agency offering a spectrum of services which allow older persons to maintain maximum independence. Members make policy and fiscal management decisions. Meetings are held on a quarterly basis at the Agency on Aging Building in Pulaski. Term of office is one year.
Agricultural and Forestal District (AFD) Advisory Committee
    Meets on an as-needed basis to review landowner applications to the County for the creation of new AFDs, as well as additions and renewals of existing AFDs. During the review, the Advisory Committee determines that the landowner has a conservation plan or forestry management plan to guide stewardship of the land management practices and measures and that the best management practices and measures are being carried out. Four members must be engaged in agricultural or forestal production; all other members must be landowners within the County. Term of office is unlimited.
Board of Zoning Appeals (BZA)
    Meets on an ongoing basis to hear variance requests and appeals regarding decisions made by the Zoning Administrator. Appointments are recommended by the Board of Supervisors and appointed by the Circuit Court Judge. Each member is appointed for a term of five years. BZA members are required to take the Oath of Office.

Coal Mining Heritage Park Advisory Committee

    Established for assisting in the development and longterm maintenance of the Coal Mining Heritage Park (CMHP) at Merrimac. Committee is made up of 12 members:

    • 3 members of Coal Mining Heritage Association, chosen by the Association
    • 2 members from Merrimac Community appointed by Supervisors
    • 1 member from Warm Hearth community, appointed by the Board of Supervisors
    • 1 member appointed by the Supervisors
    • 1 member at-large appointed by the Supervisors
    • 1 member from Radford University, appointed by Supervisors
    • 1 member of Friends of the Huckleberry chosen by the Friends of the Huckleberry
    • 1 member of Parks & Recreation Commission, chosen by the Parks and Recreation Commission
    • 1 member of Planning Commission chosen by the Planning Commission

    Appointments are made on the recommendation of Planning Department staff.

Community College Board (New River Valley)

    Serves as the policymaking body for the College. Term of office is four years (limit of two consecutive four-year terms). This Board meets quarterly in March, June, September and December. Location of meeting is voted on at each previous meeting. Term of office is four years. Term limit of two consecutive four-year terms.
Community Services Board (New River Valley)
    Sets local policies and administers mental health, mental retardation and substance abuse programs in the area. Reviews finances of mental health/mental retardation agencies. Term of office is three years (limit of two full terms). This Board meets the fourth Thursday of each month at 700 University Boulevard in Blacksburg. Applications are available for public review.

Comprehensive Services Act for At-Risk Youth and Family Community Policy and Management Team (CPMT)

    Creates a collaborative system of services and funding that is child centered, family focused and community based. Determines the scope and length of mandated treatment for youth with a variety of physical, mental and emotional disabilities and illnesses. The Board of Supervisors appoints one parent representative and one citizen representative. Term of office is two years. Term limit of two consecutive two-year terms. Meetings are held the second Wednesday of each month at 2:30 p.m. at the Health & Human Services Building in Christiansburg.

Economic Development Commission (Montgomery Regional)

    Acts in an advisory capacity for encouraging existing business and industry to expand and to solicit new business and industry for the County. The goals of the Commission are to increase jobs and payrolls, decrease taxes and increase the standard of living for residents. Term of office is three years. Meetings are held the third Thursday of each month at 11:45 a.m. at Virginia Tech's Corporate Research Center, Building #12.

Industrial Development Authority (Montgomery County)

    Ensures shell buildings and properties are available to market to prospective companies. Reviews and approves applications for and issues industrial revenue bonds. Term of office is four years. Term limit of two consecutive four-year terms. The Authority meets the third Tuesday of each month at 11:30 a.m. at the Farmhouse Restaurant in Christiansburg. Members are required to take the oath of office.
Juvenile Detention Commission
    Serves as the governing body of a home which provides services for youth detained by the courts. Establishes general operating procedures and acts as budgetary advisors. Term of office is four years. Term limit of two consecutive four-year terms. Meetings are held every other month at the Juvenile Detention Center on Wade's Lane in Christiansburg.

Library Board (Montgomery-Floyd Regional)

    Administers and establishes policies for the Montgomery-Floyd Regional Library. Term of office is four years (limit of two consecutive terms). Meetings are held the third Wednesday of each month at 7 p.m. at the Christiansburg Library.

New River Valley Development Corporation

    Serves as a Certified Development Corporation pursuant to Section 503 of Title V of the Small Business Investment Act of 1958, as amended, and is governed by all requirements of Section 503. Term of office is unlimited. The corporation is made up of representatives of the member jurisdictions in the New River Valley Planning District. Meetings are held the 2nd Wednesday in November each year at 7 p.m.

Parks and Recreation Commission

    Serves as an advisory board to the Parks and Recreation Department in developing leisure activities and programs for residents of all ages in Montgomery County. Term of office is three years. Term limit is two consecutive three-year terms. Appointments are made by election districts, plus 2 at-large appointments. Meetings are held the first Thursday of each month at 7 p.m. at the Montgomery County Government Center, 755 Roanoke St., Christiansburg.

Peppers Ferry Regional Wastewater Treatment Authority

    Acquires, finances, constructs, operates and maintains a wastewater equalization, pumping treatment and disposal system. Membership is made up of eight members residing in and appointed by the governing body of each of the member political subdivisions: 2 members selected by the Radford City Council; 1 by the Dublin Town Council; 2 by Pulaski Town Council; 1 by the Montgomery County Board of Supervisors; and 2 by the Pulaski County Board of Supervisors. The governing body of each member political subdivision may appoint an alternate for each member it appoints. Term of office is four years. Term limit of two consecutive four-year terms. Meetings are held first Thursday of each month at 11:30 a.m.

Planning Commission

    Advises the Board of Supervisors on day-to-day planning issues such as zoning requests and guides the County in long-range planning and growth. Term of office is four years. Meetings are held the third Wednesday of each month at 7 p.m. at the Montgomery County Government Center, 755 Roanoke St., Christiansburg. Public hearings are held the second Wednesday of each month at 7 p.m. at the Government Center.
Planning District Commission (New River Valley)
    Responsible for administering a comprehensive regionwide plan for growth and development. Members establish policy and delegate duties to staff members through an Executive Director. Term of office is three years. Term limit of two consecutive three-year terms. Meetings are held the fourth Thursday of each month at 7:30 p.m. at the Commission office in Radford.
Social Services Board
    Works cooperatively with the State Board providing financial assistance programs to individuals and otherwise assists and protects individuals who are unable to care for themselves. Term of office is four years (limit of two consecutive terms). Meetings are held the third Thursday of each month at 9 a.m. at the Health & Human Services Building in Christiansburg.

Towing Advisory Board

    Serves as an advisory board to make recommendations to the Board of Supervisors on issues relating to rates charged by towing or recovery operations for towing within the County, regulations for towing or recovery operators, and such other duties as may be assigned to it by the Board of Supervisors. The Towing Advisory Board is made up of 1 representative from the Montgomery County Sheriff's Office; 1 representative from the Virginia State Police; 2 representatives from the towing and recovery operator community in Montgomery County; 1 representative from the Montgomery County Fire and Rescue Departments; 1 citizen representative who resides in Montgomery County; and 1 alternate from each of the above. Appointments are for four years. Citizen appointments are advertised and appointments are made at-large.
Transportation Safety Commission
    Gathers local input in recognizing and solving problems in the area of highway safety. Members represent local town governments, county government, the school system, etc. Term of office is three years. Term limit of two consecutive three-year terms for citizen appointments. Meetings are held on a quarterly basis, usually first Tuesday of each quarter at noon at the Western Sizzlin' on Roanoke Street in Christiansburg.

Virginia Tech/Montgomery Regional Airport Authority

    Markets, obtains grants, loans and other funding for regional airport improvements and other activities and promotes and assists in regional economic development based on the mission of serving corporate executive markets and general aviation. The Town of Blacksburg, Town of Christiansburg, Montgomery County and Virginia Tech are the member jurisdictions. Each member jurisdiction appoints one member and all member jurisdictions jointly appoint the fifth member. Each member is appointed for a term of four years. Meets the second Tuesday of each month at 3 p.m. at the Regional Airport. 
Committees that include Montgomery County representation
Airport Commission (New River Valley)

    Responsible for the maintenance, operation and development of the New River Valley Airport, which supports existing and future employers in the region. There are seven localities involved in this Commission: the Counties of Montgomery, Giles and Pulaski; the Towns of Christiansburg, Pulaski and Dublin; and the City of Radford. The Economic Development Director is Montgomery County's representative.

Community Action, Inc. (New River Valley)

    Promotes the development of the social, economic, educational and spiritual life of the City of Radford and the Counties of Floyd, Giles, Montgomery and Pulaski; and mobilizes resources to combat poverty through community action programs. Members live in the locality they represent.

Community Corrections and Pretrial Services (New River)

    Advises in the development and operation of programs and services for use by the Courts in diverting adult offenders from the Regional Jail and other local correctional facilities; assists community agencies and organizations in establishing and modifying programs and services for adult offenders; and evaluates and monitors community programs and services to determine their impact on adult offenders. The members include the Counties of Bland, Carroll, Giles, Floyd, Grayson, Montgomery, Pulaski and Wythe; and the Cities of Galax and Radford.

Damage Assessment Team

    Assesses damage to public and private property to determine the need for an emergency declaration and/or disaster assistance.

Disability Services Board

    Assesses service needs for persons with physical and sensory disabilities and advises the appropriate state and local agencies serving the City of Radford and the Counties of Floyd, Giles, Montgomery and Pulaski.

Economic Development Alliance (New River Valley)

    Fosters coordination and cooperation among the localities, development agencies, and organizations to increase the effectiveness and efficiency of economic development activities and promote a strengthened economy. Provides mutual assistance and idea exchange to stimulate development through a diverse marketing program.  The Alliance is made up of local political jurisdictions, and public/private organizations.

Emergency Services

    Prepares for and  coordinates responses to natural, manmade and other disasters to prevent and minimize injury and damage.

Fairview District Home Board

    Oversees operations of the Fairview District Home for adults.
Joint County/School Liaison Committee
    Meets to discuss issues of mutual interest.

LEPC (County of Montgomery/Town of Blacksburg Local Emergency Planning Committee)

    Serves as the focal point for emergency response planning for emergencies involving hazardous substances, and for managing information concerning hazardous chemicals.

MBC Development Corporation

    Makes loans to existing and new small businesses in Montgomery County. The MBC is certified by the State Corporation Commission as a not-for-profit community development corporation.
Metropolitan Planning Organization (Blacksburg/Christiansburg/Montgomery Area)
    Provides information, tools and public input necessary to improve the region's transportation system and address future needs. An MPO was established as required by federal law because the Towns of Blacksburg and Christiansburg, and a portion of Montgomery County are designated as an urbanized area of more than  50,000 in population. 

Montgomery County Improvement Council (MCIC)

    Promotes awareness, education, and involvement by citizens in litter control/prevention and recycling. Membership is open to anyone interested in improving the environment of Montgomery County. Board representative is appointed annually.

New River-Highlands Resource Conservation and Development District

    Promotes management of natural resources to enhance the quality of life and environment of 11 counties in Southwest Virginia. Works with federal and state programs and volunteers. Council members represent planning district commissions, soil & water conservation districts and localities (counties and cities).

School Board Liaison

    Serves as a liaison between the School Board and the Board of Supervisors. Board appoints annually.

Solid Waste Authority (Montgomery Regional)

    Oversees garbage and refuse collection and disposal system, transporting garbage and refuse from transfer station and/or disposal sites, recycling systems and composting systems. The Authority includes Montgomery County, the Towns of Blacksburg and Christiansburg and Virginia Tech.

Virginia Coalition of High Growth Communities

    Raises the awareness of the Virginia General Assembly to local growth management concerns in jurisdictions that are experiencing rapid growth.

Virginia's First Regional Industrial Facility Authority

    Enhances the economic base for the member localities by developing, owning, and/or operating one or more facilities on a cooperative basis involving its member localities. Members include the Counties of Bland, Craig, Giles, Montgomery, Pulaski, Roanoke and Wythe, Cities of Roanoke and Salem, and Towns of Christiansburg, Dublin, Narrows, Pearisburg and Pulaski. 

Western Virginia Emergency Medical Services Council

    Works to strengthen communications and quality of services provided by the medical community. It is funded by local, state and private dollars. Members include representatives of hospitals, rescue squads and others.

Western Virginia Regional Jail Authority
    Owns, operates and manages the Western Virginia Regional Jail. Includes Montgomery County, Franklin County, Roanoke County and the City of Salem. 
Work Force Investment Act

    Consolidates, coordinates and improves employment, training, literacy, and vocational rehabilitation programs in the United States. The Workforce Investment Act replaces the Job Training Partnership Act (JTPA) and the Private Industry Council (PIC). A Charter was signed to create the New River/Mount Rogers Workforce Investment Consortium by the Counties of Bland, Carroll, Floyd, Giles, Grayson, Montgomery, Pulaski, Smyth, Washington and Wythe, and the Cities of Bristol and Galax.
